Target or no Target, subsidy or no subsidy, I think every block on the Mall should have a bike rack or two. That can't break the bank. Heck, let bikers do some creative brainstorming on financing solutions. We built I don't know how many public parking ramps for cars. Couldnt we spend a hundred-thousandth of that money to provide a place to lock a bike?
