I neglected to mention in my post sent from SW MN that "Hennepin History" is the quarterly magazine published by the Hennepin History Museum. The article in question is entitled "The Shame of Minneapolis: Civic Corruption 100 Years Ago" by Iric Nathanson (page 12, Winter 2003).
