Or in this case does the Minnesota Legislature know better than the
Minneapolis City Council.

Not long ago the Minneapolis City Council voted to require certain
vendors to provide health insurance benefits to employees families. 
One of the opening volleys at the Legislature was this:

Kielkucki, Holberg and Erickson introduced: 
H. F. 0034, A bill for an act relating to local government; 
prohibiting local governments from requiring those who enter into 
contracts with the city to provide employee benefits; amending 
Minnesota Statutes 2002, section 471.61, by adding a subdivision. 


The bill was read for the first time and referred to the Committee on 
Local Government and Metropolitan Affairs. 


Looks like Round 1 of Minneapolis vs MN Legislature  ... maybe a rehash
of the suit to prohibit benefits for Mpls Library employees too.
