I'm not yelling--I actually hadn't thought through the equation yet, and
perhaps the bigger question is the one you raise--non-funding.  But
non-funding from whom, and who decides non-funding?  Can the city
unilaterally determine not to fund NRP?  Or is it merely an equation of
leftover TI money no longer being there and thus, voila, no funding?  I
don't know, but I bet someone closer to it does know or at least has an
educated opinion.

If the city decides to "fund" the program, the question becomes, in my
mind, how or why do others get a seat at the joint powers table if they
aren't also contributing financially in some way or figuring out how to
financially contribute?  What's in it for the city to say to the other
joint power folks "hey, pull your chair up to the table and help us
spend our money."  It's my understanding that the financial contribution
in the past was the foregoing of certain TI money that would otherwise
go to the schools, parks, and county.  Thus, they got a seat at the
table.  What now happens once the TI funds are no longer flowing into
the coffers, and parks, schools and county are no longer foregoing
revenue that isn't there.
