Budget Gaps, Help from Community Foundations?

Here is an interesting article in the Star Tribune for list members to
consider.
I know the Foundation community already plays a large role in Minneapolis
affairs.  Part of this role has included community interests seat on the NRP
Policy Board.

I have heard that some neighborhood association boards are now discussing
how to effectuate independent funding to cut the financial "apron strings"
to NRP-City.
