Unfortunately, the post that you refer to is from someone who has had experience 
working with the grants staff at the city. However, perhaps we do not row enough in 
the same direction to his liking. The city does have a central grants office and 
expert staff in various departments who are quite adept in working the "funding tree" 
to obtain grant revenues for the city (budgeted at 17% of city revenues for 2003).

The city has always had a productive relationship with our congressional 
representatives and Mr. Moore's abilities have served the city well.
