WM: I think that the inability to grow out (as opposed to into the sky or into the ground) is also a factor. No new land to develop means cleaning brown fields and taking down old stuff for supplanting with new is much more spendy than buying up farm land. At one point Minneapolis even paid for extending the water mains into suburban areas. I don't know if that's still true or not.
