As for the issue of LGAs, the point here is that Minneapolis is surrounded by communities that DEPEND on Minneapolis. They like to take wealth out, but they fiercely resist giving back anything. And their politicians reflect that attitude. Hey, maybe the capital should be some suburban community, not St Paul. So, I guess you need to look back in history and see what happened to the people who lived around ancient cities when the city fell apart. Usually, they were visited by the armies of neighboring countries who took whatever wealth was left.
