Some time ago I wrote that the City of Bloomington was forced by a Hennepin County court to hold early city council elections when ward lines were redrawn. I learned last night that that suit was not filed because the Bloomington City Council voted (whoever many members they have) to zero to amend their charter to provide for those earlier elections.
