I believe Syl Jones is referring to the attack on the Brunier family,
described in great detail in Pulse last July:

http://pulsetc.com/article.php?sid=62&mode=&order=0

The article includes this paragraph:

A neighbor, hearing the disturbance, managed to videotape
the officers act, yelling racial slurs and insults. Aired
on Channel 11 news, Officer Green can be heard yelling,
     Enjoy your %@!#$&ing welfare check!

So according to this, the tape, or part of it, was broadcast on the
Channel 11 news. So I think Mr. Jones' "sources" did release their
information at the time of the incident.

People shrug these things off, and I suspect that's a big part of why
they happen. If we gave clubs and guns to a bunch of pediatric nurses
and Sunday school teachers, and then through silence and inaction told
them, "We aren't going to hold you responsible for anything you do,"
we'd have pediatric nurses terrorizing families and Sunday school
teachers urinating on homeless men in parking lots.
