Why do these rules of ethical conduct only apply to elected officials and "top" political appointees?
Much harm (not to mention lawsuits against the City) has been inflicted by lower level staff people, especially at the MCDA. Everyone should behave ethically, not just the people whose names we recognize. What a shame that we have to spend ten months to put it in writing.
