Thanks for posting this information, Jenny.  I actually testified in
opposition to this bill at another committee hearing a few weeks ago with
Mayor Rybak.  The committee I testified at, which voted unanimously to
approve the bill last year, had five votes against it this time.  The
opposition votes were a combination of Republicans and Democrats.  I found
it interesting that Rep. Kahn offered an amendment that would waiver the
only other city besides Minneapolis from having the bill apply to it.  So in
its current form, the bill will be an unfunded mandate that applies only to
Minneapolis to essentially take away over 50,000 votes cast in the 2001
election.  This to me is a serious breech of the public trust.  Even if you
agree there is a problem with the way the city has handled its redistricting
and election system, the retroactive remedy being proposed by Rep. Kahn that
will negate votes already cast, in my opinion, is worse than the problem
itself.
