Dear Council Members: As Legislators from Minneapolis, we are only too familiar with the financial pain felt by cities across the state. With this economic reality, we do not believe municipal resources should be used for potentially unconstitutional measures in the name of national security. We write in support of the resolution before the Council affirming that the USA PATRIOT Act has gone too far in the name of national security. With passage of this resolution, the Minneapolis City Council sends a clear statement that, as the nation's institutions become altered in the name of homeland security, the citizens of Minneapolis continue to place the US and Minnesota Constitutions above all other documents. We support this principle. We do not believe city resources - personnel, administrative or law enforcement - should be used for unconstitutional activities. In addition, the resolution urges the Minnesota Congressional delegation to actively work for the revocation of any sections of the USA PATRIOT and Homeland Security Acts, and any federal legislation, orders or directives which limit or violate fundamental rights and liberties enumerated or otherwise contained in the Constitutions of the State of Minnesota and of the united States or treaties of the United States. Our government's federal structure is one of its great strengths. We do not believe this structure should be compromised in the name of national security. We urge you to join the many cities throughout the country that have passed similar resolutions or ordinances.
