Terrell Brown wrote, "Just found out the the bill did not pass the
House last year. It was introduced with Len Biernat and Greg Gray as
co-authors on January 29, 2002 as HF 2593, it was passed by the Committees
of Governmental Operations and Veterans Affairs Policy and Local Government
and Metropolitan Affairs and had its 2nd reading on Feb. 20, 2002."
[BRM] I was mistaken earlier when I wrote that the earlier bill "was
not reported out of committee." Sorry about that.
