I've been thinking about these enterprise funds a bit since Terrell brought them up. Terrell suggested hitting up the freeloaders for more revenue but I've got a different idea. What if we stopped providing the services that we're being punished for providing? What if we stopped selling water to our suburban neighbors, for example?
