I exchanged a few e-mails with Margaret Hastings off line.  She convinced me
that one viewing, one night from 7-9 PM is not a very solid sampling.  It is
likely the beds were allocated and not yet occupied.  I know better than to
post incomplete research, and now wish I could retract my earlier e-mail.  I
apologize to all.

It doesn't change my desire to see statistics on how full shelters are.  It
frustrates me that asking this question gives free reign for some to attack
the questioner.  That is no more helpful than me posting incomplete
research.

Zachary, the shelter I visited was the Simpson house on 28th and 1st.  Last
night Caitlin Pine posted that they had 4 empty beds and other facilities
had openings too.  Go fill them up.
