Over the weeks as I've discussed the coming budget, I've mention a number of factors to be considered. I wonder if that has ever happened. As I've said, I've worked in city government, I've seen the level of productivity, and I strongly suspect it can be increased. To me, layoffs of key personnel are always the lazy man's way out. And, yes, the managers, elected or not, ALWAYS come along with these mathematical arguments that PROVE they needn't work any more on a solution that can't be avoided. But that never convinces me because, again, I've seen the level of work that goes into the preferred solution.

But beyond that, these severe layoffs are really only the h'ors d'oeuvres, as Chainsaw Tim plots to destroy any vestige of government he can. If this is the solution RT has for Round One, what can he possibly have up his sleeve for Round Two?
