Today's Strib reports on a guilty verdict for a man who kidnapped, and raped, a woman DT. The report continues to describe the man grabbing the woman, around the throat, and forcing her to a "secluded area behind a church" where he raped her and kept her till morning. He reportedly told her "she was going to keep him warm throughout the night."
With all the chatter about legalizing "urban camping", I have to wonder if this might have been a laissez-faire campground, possibly on church property? Is it possible this was an ongoing condition? If proper, responsible, parties blind-eyed this situation in the name of 'do-goodin' , would it be reasonable to assign blame to those negligent? So called urban camping ain't a Boyscout camp, or church retreat (although those are perhaps another issue). Most often they are ongoing home to inebriates, scofflaws, and other unseemly characters, They are symptoms of a problem/problems, of course. Legalization of a dangerous condition is not the solution, and creates other problems. Do not legalize, and institutionalize, sleeping in the streets, and gangways of our city.
