I think Mr. Arthur's assertion that CCHT... "has has never developed a
project without the approval of the neighborhood citizen participation
organization." would be challenged by the veterans in Stevens Square, where
CCHT forced in one of its projects, The Coyle, despite it being opposed by
the Stevens Square Community Organization in two separate votes. This all
occurred way back in 1991, though memories of being railroaded die hard I'm
told.

More recently, Mr. Arthur inserted himself into the latest and most
contentious public policy issue in Stevens Square history, The Lydia House.
Did he come down on the side of the neighborhood that vigorously opposed the
SEVENTEENTH supportive housing project within a quarter mile? Well, no. In
fact, he spoke at the Planning Commission in favor of Lydia House and did so
in tones of Olympian derision at the neighborhood's "unfounded fears." The
Harrison neighborhood can look forward to similar demagoguery, I fear.

Respect for neighborhoods decisions? I'd say doubtful.
