Empowerment Zone (EZ) Funds for Heritage Park Project: Concur with the recommendation of the EZ Executive Committee to provide a loan of $500,000 to the project to be administered by the Minneapolis Community Development Agency (MCDA); Authorize execution of agreement with the MCDA setting forth the terms of the loan; Approve appropriation amendments to facilitate transfer of the funds to the MCDA.
