As I said, in my earlier post, I received the information from Ron Edwards.  The key is not so much that she is resigning (Ron is usually ahead of the newspapers) but that he predicted it six months ago.  Her resignation is reported on the March 22, 2003 Star Tribune, at http://www.startribune.com/stories/462/3773388.html in an article by Rochelle Olson, “Minneapolis council cuts notice time for laid-off employees.”  Here is the quote from the article:

On a related note, Eilbracht has notified the city that she will be leaving the post she has held since 1996 to become human resources director for University of Minnesota Physicians, a nonprofit physicians group who also teach at the university's Medical School.

City leaders are grimacing over the loss of Eilbracht's expertise at a time when personnel issues are paramount. Her sure-handed professionalism and sparkling smile also were welcome fixtures at City Hall.

Her last day has yet to be determined, although it's likely to be next month.
