This post may have been in jest (?) but actually, tolls are not that weird of
an idea. A lot of communities all over the country do this with the funds
generated usually used for roads/transit. Sometimes the tolls actually pay for
the road they are collected on being built and maintained. It's a way of
increasing transportation funding without tampering with gas taxes.

It might be a little tough to turn 35W into a toll road (those pesky feds) but
some of the other routes into the city might be candidates (except if they're
country roads the money might go to the county).

Oh sure, the suburbanites will scream, but I doubt a nominal toll would
seriously deter almost anyone from using a particular road.

Of course, tolls are a regressive form of taxation and some might object to
that. But, if you can afford to run a car -- what the hey. Isn't this about
the same thing as having to get a permit to park in/near a city park?

I wonder how the legislature would react if Minneapolis started charging
non-residents a fee to pass through its sacred borders? Maybe we could have
"customs agents" too!!!

you live? Eganites could pay double. maybe tolls for people driving through
our fair city?
