It's easy! Make the peaceful tactics as expensive in time and money as possible. If people know that their quiet non-compliance will cost them (in fines to cover police presence, etc.) then the more radical factions are going to suggest tactics that result in (generally) fewer arrests with more disruption.
If that's what you want - go ahead and pass Pawlenty's (probably unconstitutional) proposal. Radical tactics won't be far behind. After all, they'll be a less expensive way to express dissent.
