The money is not included in the City financial statements because it is
designated to the NRP, outside of the general fund.  The city cannot tap
this fund for purposes other than the NRP funding.

Vicky also says:
Maybe the City is hiding it because the legislature said NO LGA money until
ALL LOCAL RESERVES HAVE BEEN USED UP.

Nick replies:  
Speculation like this is unwarranted and counterproductive.  CM Johnson
obviously admits that the money is out there but that it is dedicated to a
source that is not directly accessible for funding other city services.
That it is "untouchable" is just one reason the CM would not know the amount
of interest income for the year.

Regarding Bar Times:

2:00AM is a move in the right direction.  Probably should be 3:00 to
increase the likelihood that people leave at different times and allow
business additional opportunities to sell drinks, food, coffee, etc.   

In my personal experience we have lost a lot of young professionals from
Minnesota particularly because of the early bar time.  It really does send a
message to people that this is NOT the place to be for a good nightlife
which is an important component of retaining many young, creative, active,
and productive people over the long run.
