I have asked this question before and am still looking for the answer;  When
the city gives money to a private company for development, are there any
stipulations placed on that company when they take the money?  For example,
if I go to Northside Housing and get a low interest loan on my house, the
first $1000 of the loan doesn't have to be paid back IF I live in the house
for five years.  If I sell my house in less than five years, I have to give
that $1,000 back (and they do come after it). Are any stipulations made with
corporations?  Also, everyone talks about the money Target got to build
downtown.  They also got money for building on Broadway ($15 mil or
something like that).  How about Lake Street and their Quarry store?  Seems
like they should be able to afford some loss (if there is a loss) when they
get all that free money.
