In a couple of business stories I've read, Target is supposedly aiming for a more upscale customer, perhaps to differentiate itself from Wal-Mart. So, if it isn't finding its chosen customer in North Minneapolis, maybe that's a sign that Wal-Mart should move in and sell ultra-discount to the local consumers. I guess there wouldn't be any outcry against an extreme discounter in that area.
