Excess Project should peruse the following issue of a
Phillips Partnership newsletter from 1998.  Scroll
down to about the third page under "infrastructure".

To quote:

"(Access Project) construction costs will range from
$12 million to $20 million."

The Excess Project now costs almost $200 million.

The flyover ramp wieghs in at $12 million all by
itself, and I'm not sure if that includes remuneration
costs for the homeowners displaced to make room for
it.
