OK, this is what inspections are supposed to do. In your more well-to-do neighborhoods (Victory, Calhoun, Linden Hills), everyone knows that the neighbors will rat on them if they don't keep up their place. No one likes getting the so-called "Nasty-Gram" from inspections, but ultimately, it almost always leads to a nicer looking area. Rental properties tend to take the brunt because they tend to stand out.

I have a neighbor who has been digging up his back yard for various "ponds" for 3 summers now, with no signs that it will ever amount to anything except big holes, bare dirt and piles of nice topsoil and dead sod. He ONLY cuts the grass when the city tells him to (once every 6 weeks or so), and leaves piles of construction garbage and used car parts in the alley and his yard. He has had various illegal animals (most notably, a goat), which, when he finds out they are illegal, he then attempts to hide. The goat was shut under the back porch for three weeks before being rescued. When he first moved in he had two dobermans (named Rambo & Killer - I kid you not!) who took the first opportunity to attempt to jump the 4' fence and go after my then 3 year old. Not a good start. He now has two german shepards, who while friendly to people, keep trying to eat his ducks, much to the consternation of those of us who get to watch, scream, yell, etc. They have succeeded in making lunch out of two mallards, so far. The three that are left live in a state of inescapable terror when the dogs are in the yard.

We are also battling a neighbor down the block who thinks our street and alley is a used car lot and runs a car repair in his garage.

These are all "nuisence" issues, not serious crime. But, I am personally pleased that the various city agencies (animal control, inspections) have been responsive in helping him realize he needs to be a responsible neighbor.

We do also, of course, have the rental house that somehow ends up being full of fairly serious drug dealers/users on a regular basis. But that's a whole different matter...

The Minneapolis Department of Inspections has produced a substantial
profit (7 million in 2001) by fining property owners for these types of
misdeeds, so with the budget crisis upon us, look for more of this
revenue generating action in the near future.
