There are qualifications to be a housing inspector. It does require a certificate.  Just like other jobs, there is an expectation that there be a basic set of skills to do this job.  The fact that some may do their job better than others is a matter of management skills and motivation. I know plenty of people in positions that require college degrees that are dumber than stone. Some making a large amount of money with a very large perception of power and authority.  On the other hand I know people who have very little education that appear smarter and grounded in more common sense than many of those who have masters degrees. 
 
The ridiculous order written by inspectors?  Ahhhhh......the legislation governing those orders is written by city council people not the inspectors. They just get the job of trying to enforce the rules imposed on residents by the people they elect to represent them.
 
Maybe we are picking on the wrong people. We seem to want to shoot the messengers, not the ones creating the message.
