The big change is that now the problem bars will be a problem for an extra
hour.
Not having a bar by me makes my life easier.
Having a problem bar by me (and I have friends that do) I recommend they
contact their council member until that person knows them by voice, until
the problem bars are dealt with.
I find it sad that Mpls city council has done such a lousy job of dealing
with problem bars.  Don't hold all the bars responsible for the few bad
ones, just deal with the bad ones.

One solution may be to make it necessary to get a special permit to be open
after say 10 pm, and base renewal of the permits on problems caused by that
bars patrons after 10 pm.  Too many drunk and disorderly calls, and take
away the after 10 pm permit.

While I am not totally OK with holding the bar responsible for its patrons,
certain bars attract certain types of people.  Some people just don't seem
to know how to respect others rights once they have had a few.  On the same
note, we do have laws to hold bartenders responsible for allowing a person
to drink 'too much' and doing something illegal.

Just an idea, needs some work to make it better though.
