How does promoting from within address the main
problem of the MPD? It's the attitude of the rank and
file (in general) that they can get away with almost
anything and the Federation makes it so. These
potential internal candidates have been there through
brutality case after case. 

I'm not saying they are corrupt, but they were
participants in the 'blue wall of silence'. Comforting
the community is a good thing, but standing up to the
rogue cops is more important. Explain to me how
they'll change when promoted to Chief? Although
suddenly they will be  accountable to the Mayor and
City Council, they have many years of relationships
with rank and file colleagues. 

As you can see from e-mail, I beleive the real problem
is with the Police Federation and their incredible
power over the management of the the MPD. Getting rid
of the Chief is a surface move that MAY not address
the problems. It can if the Chief and his staff can
create policy to even out the power between management
and the Federation. This where new ideas come in,
usually that comes with a new face. 

Also, why do we think the Chief needs to be liked and
known to be respected. The Chief's policies will be
respected if its known that violations and
unprofessional behavior will be disciplined- period.
Why respect the management and policies, if the
Federation will almost guarantee your continued
employment no matter what?

Getting rid of Olsen is what the Minneapolice Police
Federation was gunning for during the Mayoral Race of
2001, and it looks as though they got what they
wanted. Again.
