De facto, the "level of tax we pay" is most certainly not decided by
the independent boards. It has been decided for them by LGA cuts from 
the Legislature and Governor, by levy limits from the State, by 
policy decisions from City Hall and by the Board of Estimate and
Taxation. The boards don't have the ability to raise another dime
in taxes right now--that's why there are such massive cuts in 
programs and services coming.
