What is this research function that MPL has?  And why don't other libraries
have the same function?  As I've said before, I think MPL has taken on too
many functions.  They should be providing books for the residents in Mpls,
period.

Mark Anderson:
I've never been to debate school, but I never heard of a strategy of making
general assertions, and then pointing to a bunch of web sites, stating that
these sites back up the assertions.  Since you can't provide any more data
than "many, many" and "Dakota, Washington, Hennepin, Ramsey, and Scott, do
put more money into their libraries," MY presumption is that you are just
guessing.  My experience looking at government budgets is that it's usually
not so simple as just showing that this number is bigger than that one,
therefore this entity spends more than that.  I'm not going to spend the
time trying to figure out the budgets, because I have other things to do.
Which means that I will not make an assertion either way, but I won't
believe yours either.
