Thanks for your comments.  I agree that mosquitoes are a natural
resource that I would be happy without. But the mosquitoes are not
hatching in the boulevards.  Your boulevard would need to hold water for
a week in order to hatch mosquitoes.  I've never seen a boulevard garden
hold water for that long.

The storm drains have one effect of allowing such water to run off.  And
since a LOT of tax dollars went into building them, we need to allow
them to do our job.

Actually, the storm drains are where the mosquitoes ARE hatching.  Storm
drain catch basins are on the forefront of concern about West Nile
Virus.  

Also, reducing the volume of water in the storm sewer will reduce tax
dollars used for sewer upgrades while improving water quality in your
watershed.
