It took me a day, but I tracked down some information to address
concerns about tree roots in boulevard swales.

Chris Johnson writes:

On my mounded boulevard, to lower much of it to a swale would mean
damaging and exposing the roots of an elm and a pair of linden
trees[...]Trees are just too valuable.  Making a swale and/or rain
garden might not be an option for people with nearby trees.

Corrie Zoll writes:

My contact at DNR Community Forestry tells me that, if a tree is
otherwise healthy, the stress of root damage that would come with
removing 2-3 inches of soil should not have any long-term affects.  He
agrees with you, though, that it's simply not a worthwhile trade-off.
His recommendation is to leave the grade as-is for a distance of 10 feet
from a mature tree.  Of course, this would not apply to a new tree,
which would have the opportunity to establish its roots in the lowered
boulevard.
