Actually, it is legal to keep chickens in Minneapolis.  There’s a limit (five?) to how many you can keep. I have a neighbor who recently bought 25 chicks in Iowa and successfully found homes for all but the five he will keep for egg laying.  And so more people might be keeping chickens than you think.  I believe it was a recent Mother Earth News that had an article about raising city chickens.  There were references to ordinances in several cities including Minneapolis.
