Ed Felien's post asserts that Basim Sabri has done his redevelopment on Lake Street without government money. Although that's almost entirely the case, there's an exception. I reported in an Aug. 14, 2001 profile of Sabri that his first two buildings on Lake Street received $85,000 in NRP assistance. Otherwise, according to my research, he's raised his redevelopment investment privately.
