I'm not sure whether to bow down to Don Samuel's greatness for getting this done or rip every other member of Council over the last decade for not trying this years ago.

Mark this was done before, while under the past leadership of SSB. However, the community was highly teed-off. Due to the noise the helicopters made late at night, when people were trying to sleep, in fact some were awaken from their sleep. This is not a new idea, just a recycled one, from the old leadership.
