I don't think it should be up to the city or state to provide such equipment. The state or city can require the companies to have them in their vehicles and have the companies pay for the equipment themselves.
Especially now with the state and cities are cutting funds to the Police, Fire and Public Works departments. There have been studies done on both in car cameras and Ballistic shields.
