There are other places that do the variety of
surgeries and provide therapy to individuals seeking
the surgeries that are sought by some gender variant
individuals including transexuals but you are correct
in stating that the Program in Human Sexuality at the
U of M campus is one of the larger such programs in
the U.S. particularly that strictly follow and provide
transitional therapy under the HBDIGA guidlines which
Paul Zerby referenced during the hearing.

I would also point out that Minneapolis has protected
gender variant individuals from disrimination for
nearly thirty years in our nondiscrimination ordinance
and was the first city to do so in North America.  I
believe that no other cities passed such protections
for nearly 20 years.  In the last year, a large number
of cities have done so ranging from places such as New
York, NY & Philadelphia, PA to Dallas, TX & Covington,
KY.

Minnesota also was the first state to provide such
protections in 1993.  (California just became the
fourth state to sign such legislation into law last
Monday).

I think this long history of legal protection and
relative tolerance has also played a role in there
being a disproportionate number of gender variant
individuals in our community.

Of course, some parts of Minnesota, such as the Red
Valley area, are known for a much much higher than
normal rate of infants whose gender is ambigious. 
There a wide number of theories as to why this might
be true including higher than usual use of particular
ag chemicals combined with other factors such as the
composition of the soil.
