Although, there is a phenomenon in which people can falsely attribute
responsibility to victims, this does not negate the fact that
victims are sometimes partially responsible for their suffering.

While I believe that it is the responsibility of and within the 
ability of the School District to radically improve the success rate
of minority students, this does not absolve students of their 
responsibility to care about their educations and to work hard.
Nor does it negate the fact that an emphasis on educational achievement
and the necessary social supports are lacking in the Black culture.
