I was out for a walk last night and decided to walk out onto the Lake Street Bridge over the Mississippi. Two things struck me:

1) The decorative street lights on the Minneapolis side of the bridge were all turned off, while the lights on the St. Paul side were all on. Is this a symptom of city budget cuts? If so, it makes for a very visible transition from St. Paul to Minneapolis for motorists.

2) The balcony in the middle of the bridge's north side (with benches for pedestrians like me to sit on and enjoy the view from) appears to be crumbling. The concrete is all cracked off and it is almost like walking on sand. It looks like somebody re-poured concrete in this area (possibly to cover up cracks) but now it is all falling to pieces. I'm hopeful that this is merely an aesthetic issue and not a structural safety issue. The balcony certainly vibrates a lot due to vehicle traffic. Has anybody with an engineering degree looked at this?
