Maybe the way to think about it is not a DOUBLE standard but a single standard with the behavior of the police as the gold standard for the average citizen. Most people are pretty superficial about ethics. And I think they want their own to be somewhere between politicians and police. Nobody wants to sink to a political level. But it takes a pretty extraordinary citizen to want to be pure when the police obviously are not. So, the more "exceptions" the police take, the more they enable the ordinary citizen to shrug off responsibility for observing law. And the lawfulness of society is basically built on the willing cooperation of the average citizen. That's the only thing that makes it POSSIBLE for the police to deal with the exceptions at the margins. So, the more we turn a blind eye to the peccadilloes of the police, the more we really insure a society without law. It is a free choice we make, but it hardly makes sense to pretend we're not doing it.

If a person saw that, couldn't they call Child Protection? Or, actually, my thought is that I'd call 911. It would be NICE if the police felt a responsibility. And it is a downer that they don't fit the "friendly cop" image of Norman Rockwell days. But one has to adjust to the world as it is. If it is anyone's job, I'd say it is child protection. And the first call for help is SUPPOSED to be 911 in the world as it is.
