That's fine if you want to respond solely to the race issue. However, the question still remains - who in their right mind decided to forgive repeat offenses in exchange for *2 hours* of community service. That is a joke. If the offenders cared about getting a clean slate they would have been willing, and should have been asked, for a greater time commitment.
