I'm a great believer in Maslow's hierarchy of needs--that a person must meet basic needs such as survival and shelter before meeting higher needs and becoming self-actualized.
The same principle holds true with Mpls. neighborhoods: there is a hierarchy of needs. For some neighborhoods, the question is, "How do I paint my trim without getting shot?" And in other neighborhoods, the question is, "What artistic creation can we make out of diseased trees?" One neighborhood's need is survival; another neighborhood's need is loftier. Both needs are important to their neighborhoods. Like people, neighborhoods exist at different levels in the hierarchy. It may help to remember that when discussing issues.
