This just reinforces the point made in a recent WALL STREET JOURNAL piece I posted 
that the best and/or most experienced teachers should be assigned to the worse 
performing schools. And add to that, assignment to the high-suspension-rate grades of 
8th, 6th, 7th, and  9th.
