All police incident reports, arrest reports and traffic reports are public
information.  The news media and attorneys who specialize in personal injury
accidents and possible incients of police brutality go to the records
division on a regular basis and check the logs to see whats up.  The
attorneys look for incidents and  traffic accidents where an 'injury' may
have occured  and a law suit may be possible.  Some security companies also
cull the burgalay reports for perspective customers.

Before everyone gets mad about this, the police departments are not the bad
guys here.  The courts have mandated that these reports by available to the
public and the attorneys are still part of the public.  Now you know one
reason your auto insurance rates are so high.
