While the list is on the subject of rich vs poor neighborhoods,there is another interesting type of discrimination that occurs.
Individuals that live in what some classify as a "poor neighborhood" ultimetely end up paying more for goods and services than someone in a "richer neighborhood."
If you were to compare prices in an inner city Cub Food store verses one in the suburbs, you would find the inner city store has higher prices.
I know someone who's address changed from The Phillips neighborhoos to Blaine and their insurance rates dropped by $1,200 a year. Her agent informed her it was because of the change of address.

I'm not sure I see any discrimination here, at least not of the type that seems to be implied or is being discussed on this list.
Insurance companies, as much as I dislike them, for the most part set their rates based on estimates of risk based on past history of claims. If you live in a zip code that gets lots of claims, then your rates will be higher. It's a fact of life that urban city zip codes get more claims for criminal losses. This is why auto insurance in Minneapolis is higher than it is in adjacent St. Louis Park, for instance. Everybody who lives or owns a business in Minneapolis therefore pays a variety of higher insurance rates than a typical ex-urban resident or business in someplace like Blaine.
The city of Minneapolis also has a sales tax, so anything purchased at retail in Minneapolis is going to cost more to the consumer.
Blaine is in Anoka County, which has lower property taxes than Hennepin County, and Minneapolis and the Minneapolis School District have higher property taxes than the city of Blaine and whichever school district covers that area. Residents and business owners pay these property taxes. Business owners pass those property tax costs onto the consumers that buy goods from them -- and that includes businesses like Cub Food.
