For those who are interested in the history of cockroaches at the #1 Vietnamese 
Restaurant in the Hi-Lake Shopping Center, the staff report and the statement by the 
business owners agreeing that they have operated without a license since 2001 has been 
listed on the City's web site for two weeks. The link to that report is below.
If you will notice, the history of the Inspections Department interactions with the 
restaurant starts in October of 2001, before I was sworn into office.  Lacking 
dishwashers and with the presence of cockroaches, the restaurant voluntarily closed in 
November of 2001.
Sorry to disappoint the conspiracy buffs who think "the new elected people in City 
Hall are already as bad as it took many years for the old gang," but I have had no 
conversations with Inspections staff about their enforcement actions at this 
restaurant until I read this staff report for the first time two weeks ago when it was 
made public on the City's web site. 
Nor is this a case of "a developer...using city inspections as a tool to make life 
difficult for the current owners." The facts speak for themselves. 
Apparently staff has a new report based on more recent inspections, but I haven't seen 
it yet. For those with more questions, please contact Jim Moncur, the Director of
