David Piehl:  "Clearly, Allina is not committed to keep their
corporate offices in the neighborhood, so why should
the neighborhood spend nearly $200 million to add
ramps, widen Lake St to 8 lanes, tear out housing,
displace businesses, etc." 

Whoa, David!
Without taking a position on whether the above spending is  warranted,
it might be worth putting things in perspective.  We're talking about
roughly 1,000 Allina jobs, which except for a few execs at Phillips Eye
Institute, already are based in eight suburban locations.  So the
question that might be asked is whether Allina is looking at taking a
few executive jobs out of Minneapolis, or looking at moving 1,000 jobs
into Minneapolis (or St. Paul or Roseville).  One might also note that
regardless of whether these 1,000 jobs come to Minneapolis or go
elsewhere, as of last December there were 5,430 employees at Abbott
Northwestern.  I don't know if all of them technically are Allina
employees, but they all work at an Allina facility.
